Tanzania's Office of the Attorney General Completes Two-Week PPP Training Programme

The PPP Alliance is proud to announce that officials from the Office of the Attorney General of the United Republic of Tanzania have completed an intensive two-week Public-Private Partnership training programme. Delivered in Kibaha from 28 September to 8 October 2026, the programme combined one week of CP3P Foundation training with one week of the PPP Alliance's new PPP Contract Management course.

Every public-private partnership rests on a contract that will govern the relationship between government and a private partner for 20 years or more. Government lawyers shape that contract at every stage: drafting the legal framework, reviewing tender documents, negotiating risk allocation, and advising on variations, claims, disputes and termination long after the contract is signed.

When legal teams understand both the principles of PPPs and the day-to-day realities of managing a PPP contract, governments are better placed to protect value for money and the public interest. The two-week programme was designed to give participants exactly that combination.

Week 1: CP3P Foundation

The first week covered the CP3P Foundation curriculum, the entry level of the internationally recognised Certified PPP Professional (CP3P) programme developed with the World Bank Group and other multilateral development banks. Participants worked through the full PPP lifecycle, including:

  • what a PPP is, and how it differs from privatisation and traditional procurement;
  • PPP models and contract types, from availability-based PPPs to user-pays concessions;
  • PPP legal and institutional frameworks;
  • risk allocation, payment mechanisms and the basics of project finance;
  • the PPP process, from project identification to contract management.

Week 2: PPP Contract Management

In the second week, participants moved from principles to practice with the PPP Alliance's new Contract Management for Public-Private Partnerships course. The course focuses on the stage that decides whether a PPP actually delivers what it promised: managing the contract through construction, operations and eventual exit.

Every session was anchored in a single running case study, Bayview International Airport, a composite airport PPP built for the course. Working in small groups, participants:

  • reviewed and redrafted project specifications as measurable, output-based requirements;
  • built a risk matrix and drafted a compensation event clause;
  • assessed how financing structure and payment mechanisms affect risk allocation;
  • designed a KPI-based performance monitoring and enforcement response;
  • negotiated final contract terms in a mock procuring authority vs bidder exercise;
  • proposed a resolution path for a complex dispute involving construction delay, a financing shortfall and stakeholder resistance.

The legal perspective of the participants made the drafting, negotiation and dispute resolution exercises especially rich. [Optional: number of participants who earned the PPP Alliance Certificate of Completion.]
