PPP Alliance Starts PPP Capacity Building Program in Tanzania

Arusha, Tanzania , May 2025. The Public-Private Partnership (PPP) Alliance, in collaboration with the PPP Center of Tanzania, has officially launched a comprehensive PPP Capacity Building Program aimed at strengthening national capabilities in the planning, preparation, and execution of infrastructure partnerships.

Over 80 government officials and public sector representatives from across Tanzania will participate in the internationally recognized Certified PPP Professional (CP3P) program. The training includes the CP3P Foundation, Preparation, and Execution modules, and is scheduled to take place over a three-month period in Arusha, one of the country’s key regional hubs.

“This marks a significant step forward for Tanzania in institutionalizing best practices in PPPs,” said Edward Simon Haule, Director of the PPP Center of Tanzania. “By investing in our people and systems, we are building a sustainable foundation to deliver high-impact infrastructure projects that serve the nation’s development goals.”

The training is hosted in partnership with leading local institutions including the University of Dodoma and public agencies such as the Tanzania Ports Authority.

Our academic community is proud to be part of this initiative,” noted Dr. Amina Mziray, Senior Lecturer at the University of Dodoma. “The CP3P program bridges theoretical knowledge and real-world application, empowering public officers to manage complex projects with confidence.”

Participants represent a broad spectrum of government entities, including ministries, infrastructure agencies, and regulators. The program is designed to align local projects with global standards in PPP project management and execution.

“For agencies like the Tanzania Ports Authority, which are directly involved in long-term infrastructure investments, this program is not just timely—it’s essential,” said Marietha Onael Kileo, PPP Focal Point at the Tanzania Ports Authority. “We need well-trained personnel who understand both the technical and financial dimensions of PPPs.”

The program is delivered by Jan-Willem Middelburg, Lead Instructor and Global Program Director of the PPP Alliance. With experience training thousands of professionals worldwide, Middelburg emphasized the transformative potential of the initiative:

“Tanzania is sending a strong message that it is ready to implement high-quality, transparent, and sustainable PPPs,” he said. “This program equips government officials with the tools and confidence to deliver infrastructure that improves lives and accelerates economic growth.”

The PPP Capacity Building Program is part of the broader PPP Alliance effort to develop national PPP frameworks and support governments in emerging markets. Following the completion of the training, participants will have the opportunity to earn globally recognized certifications and become part of an international community of certified PPP professionals.
