New Free Download: "Building Better Partnerships" Introduces the PPP Maturity Framework

Every year, governments around the world commit billions of dollars to Public-Private Partnerships. Some of these projects transform economies - delivering the roads, hospitals, water systems, and power plants that underpin decades of growth. Others collapse under the weight of poor preparation, weak governance, and misaligned incentives, leaving behind costly renegotiations, stalled construction sites, or worse.

What separates the two outcomes? According to a new publication, Building Better Partnerships, the answer is rarely the project itself. It's the capability of the people and institutions standing behind it.

Introducing the PPP Maturity Index (PPPMI)

At the center of the book is the Public-Private Partnership Maturity Framework (PPPMF) - a comprehensive capability framework designed to help governments answer three deceptively simple questions:

  1. Where do we stand today? - an honest assessment of current PPP capability across government.
  2. What does best practice actually look like? - a clear, structured benchmark against global standards.
  3. How do we get there? - a practical, sequenced path toward PPP excellence, rather than a vague aspiration.

Rather than treating PPP success as a matter of luck, political will, or project-specific circumstance, the PPPMI reframes it as a capability-building challenge - one that can be assessed, benchmarked, and systematically improved over time, much like a maturity model in any other complex discipline.

Thirty Process Areas, Five Core Categories

The framework is notably comprehensive, covering thirty distinct process areas organized into five core categories that span the full lifecycle of a PPP program:

  • Strategy and governance - the policies, institutions, and leadership structures that set the direction and guardrails for a PPP program.
  • Preparation and appraisal - the technical, financial, and legal groundwork needed before a project ever reaches the market.
  • Procurement - the processes that ensure competitive, transparent, and well-structured tenders.
  • Execution and contract management - the long-term discipline required to manage a PPP contract successfully from signature through to handback.
  • And beyond - additional dimensions of capability that support sustainable, long-term PPP program success.

This breadth reflects a core insight of the book: PPP success isn't determined at any single stage. A government can excel at procurement but fail at contract management, or have strong governance but weak preparation - and any one weak link can undermine an otherwise well-structured program.

Grounded in Global Best Practice

Rather than proposing an entirely new philosophy of PPPs, the PPPMI is explicitly grounded in the globally recognized PPP Guide from the World Bank Group and APMG International - a reference point already used by governments, practitioners, and PPP units around the world. Building Better Partnerships translates that established body of knowledge into a structured, actionable maturity model, drawing on decades of real-world PPP experience across both advanced and emerging markets.

Why This Matters Now

As more governments - particularly in emerging markets and developing economies - turn to PPPs to close persistent infrastructure gaps, the difference between a well-prepared program and a poorly prepared one has never mattered more. A framework like the PPPMF offers something infrastructure practitioners have long lacked: a common language and a structured benchmark for talking about institutional capability, not just individual project performance.
